Lets see if people actually read the description shall we? This looks like a painting yes? well no its not its a photo but I've applied 1 filter to it in Photoshop just one the new "Oil Paint" filter in CS6 then added a border and I've ended up with a image that looks like a painting. You don't get this effect with every photo it works on some and others it just looks fake it works hear because this was original a HDR photo hear is my original shot [link]
It works because there is so much detail please let me know what you think of this artistic effect

It looks very pretty! I love how the water turned out, it really does look like a genuine painting.

The depressing part is it came out looking better then my paintings ever did when I was still a painter can't call my self that anymore since I've not picked up a brush in about 5 or more years
I wonder if I should do more of theses or is it cheating if I'm only using 1 filter? though it is a lot of work to get the HDR image to apply it to...

I wouldn't call that cheating at all. If you took the original picture and thought of the composition and took the opportunity to figure out what would look good then it's fine.

I think it would only be cheating if you hadn't taken the original and claimed it to be a fabulous new thing just by putting the filter over it as that's not really doing the work. But that's not something you do, so it's not cheating at all :)
